Administration of Press, Publication, Radio, Film and Television of Guangdong Province Attained Preliminary Achievements in the Implementation and Application of ISLI Standard

Following the issue of Notice about Implementation of ISLI National Standard by SAPPRFT in the beginning of 2017, Administration of Press, Publication, Radio, Film and Television of Guangdong Province paid much attention to the Notice and took effective measures to promote the implementation and application of ISLI Standard and attained preliminary achievements.
1. Main Measures
1) Strengthening the leadership of organization. Party Members' Group of Administration of Press, Publication, Radio, Film and Television of Guangdong Province studied the work about implementation and industry application of ISLI Standard particularly and treated it as key work in the year of 2017, meanwhile, adopted it to the 13th five-year plan for digital publishing, and advocated enhancing the pragmatic application of ISLI/MPR standard starkly. We established leading group with Baijie (who is chief of Administration of Press, Publication, Radio, Film and Television of Guangdong Province) as leader for implementation and application of ISLI Standard, the leading group is responsible for the implementation and industry application work of ISLI Standard in Guangdong's press, publication, radio, film and television units, at the same time, all press, publication, radio, film and television units in Guangdong province were required to establish relevant leading groups which takes their heads as person-in-charge.
2) Conducting propaganda and training. Administration of Press, Publication, Radio, Film and Television of Guangdong Province forwarded Notice about Implementation of ISLI National Standard by SAPPRFT to press and publication administrative departments and units in Guangdong Province, and conveyed respectively the meaning, purpose, direction, content, procedure, requirements and other intents to implement and apply ISLI Standard to them. In the meantime, we made special report to the branch leaders of Guangdong Provincial Party Committee and provincial government to attain policy and fund support from them. In cooperation with Shenzhen MPR Technology Co., Ltd (MPR Tech), we made relevant training plans and organised two trainings: the first one is training for the heads and chief editors of periodical press in Guangdong Province, the second one is "ISLI Standard Application and System Assembly Demonstration Work Meeting", we made it clear about the meaning of implementation and application of ISLI Standard and conducted on-site introduction, illustration and demonstration at the meeting.
3) Making schemes to implement and apply. Administration of Press, Publication, Radio, Film and Television of Guangdong Province made the Scheme on Implementation and application of ISLI National Standard, and made it clear about the idea of "pilot first, demonstration and promotion later" and timetable, roadmap, safeguard measures of implementation, also confirmed the duties and division of work. According to the Scheme, cooperative mechanism was built to include Administration of Press, Publication, Radio, Film and Television of Guangdong Province, press, publication, radio, film and television units in Guangdong province, and MPR Tech; inspection mechanism of "two-level" -- provincial and local cooperation was also established. At the same time, we enhanced policy support, and proposed that project on implementation and application of ISLI Standard would be first adopted to pilot project of publishing industry digital transformation and upgrade in Guangdong province, and gave priority to recommending to Central Culture Industry Development Fund for Key Projects in Press, Publication, Radio, Film and Television, Reform and Development Project Library of SAPPRFT, and Special Fund-supported Project on Culture Industry Development of Guangdong Provincial Publicity Department.
4) Holding meetings to take actions. Administration of Press, Publication, Radio, Film and Television of Guangdong Province negotiated with MPR Tech and key units of press and publication in Guangdong Province about the work of promoting the implementation and application of ISLI Standard. On September 22, 2017, we collaborated with Guangdong Provincial Publicity Department of CPC to hold the "ISLI Standard Application and System Assembly Demonstration Work Meeting", we assigned the work of ISLI technology system assembly and made it clear about the timetable for demonstration work. On October 10, 2017, we summoned the pilot units to hold a discussion meeting on ISLI Technology System Assembly Demonstration Work, answered the questions about ISLI technology system assembly and went into technical details about it.

1) Completing the registration work generally. More than 400 press and publication units in Guangdong Province have completed the registration work of ISLI application, among them, all book, e-book, audio-video publishing units have finished it, 45 Internet publishing service units, 77 newspaper offices, more than 200 periodical presses have ended the registration work, which includes the main publishing units in Guangdong Province.
2) Demonstration Units of ISLI Standard Application have been confirmed. On September 13, 2017, we issued the Notice on Conducting the Pilot Work of ISLI National Standard Implementation and Application, and decided to select 10 units in press and publication units in Guangdong Province as pilot units, which will consist of eight presses(5 of them in Guangdong Provincial Publishing Group), one periodical press and one newspaper office. The pilot units will sign contracts with MPR Tech and assemble ISLI Integrated Technology System for Content Resources, MPR Tech will be responsible for the maintenance of it. After the previous training and publicity, the units who register to be pilot units amount to 20, which include: People's Publishing House of Guangdong Province, Educational Press of Guangdong Province, Guangdong Science & Technology Press, Guangdong Huacheng Press, Guangdong New Century Press, Guangdong Economy Press, Guangzhou Press, Jinan University Press, South China University of Technology Press, Shantou University Press, Sun Yat-sen University Press, Guangdong Higher Education Press, Yangcheng Evening News Press, Dongguang Daily Press, Guangdong Audio-Video & Textbook Press, Guangdong Haiyan Electronic Audio and Video Publishing House, China Family Doctor Magazine, Family Periodical Group, Guangdong Times Media Co., Ltd., and Digital Publishing Company of Guangdong Provincial Publishing Group etc. The above-mentioned presses have been confirmed to be the first batch of Demonstration Units of ISLI Standard Application.
3) Starting to deploy and assemble ISLI Integrated Technology System. Recently, pilot units have specially assigned staff to establish contact with MPR Tech, Jinan University Press and Shantou University Press have signed assembly contracts with MPR Tech successively, what's more, Jinan University Press have finished the assembly and deployment of ISLI Integrated Technology System, organized training for practical operation and start the work of application. Guangdong Provincial Publishing Group and other presses plan to assemble and deploy ISLI Integrated Technology System, all the pilot units are expected to finish the assembly and deployment in November.
