The Conference on Press, Publication, Radio, Film, Television and Copyright Work of Guangdong Province (2018) was held in Guangzhou on January 21st, 2018. Huang Ningsheng, Vice Governor of Guangdong Province attended and spoke at the meeting. Gu Zuoyi, Counsel of Guangdong Provincial Publicity Department of CPC and Director of Guangdong Provincial Civilization Office read the leader's instruction and made request for the relevant work. Bai Jie, Secretary of Party Committee and head of Administration of Press, Publication, Radio, Film and Television of Guangdong Province presided over the meeting, made the report on work and assigned the key work for the year of 2018.
Ma Xingrui, Deputy Secretary of CPC Guangdong Committee and Governor of Guangdong Province, Shen Haixiong, Member of Standing Committee of CPC Guangdong Committee and head of Guangdong Provincial Publicity Department of CPC gave instruction for the press, publication, radio, film, television, and copyright work of Guangdong Province. They approved the significant progress and achievements made by Administration of Press, Publication, Radio, Film and Television of Guangdong Province in studying comprehensively, propagandizing and implementing Xi JInping Thought on Socialism with Chinese Characteristics for a New Era and spirits of CPC 19th National Congress, promoting the development of 4K UHDTV industry, and the digitized transformation and upgrade of press, publication, radio, film and television, and hoped that the Administration would continue their efforts to make more contribution to achieving the target of "Four Upholdings, Three Supports, Two Walking-in-the-Forefront" and promoting the implementation of Xi JInping Thought on Socialism with Chinese Characteristics for a New Era in Guangdong Province.
As important measure of digitized transformation and upgrade project of press, publication, radio, film and television in Guangdong Province, the implementation and application of ISLI standard in Guangdong Province shows the active innovation and ambition of taking the initiative in promoting the scientific and industrialization development and creation of quality works.
ISLI (International Standard Link Identifier) is the 11th standard of international identifier standard system (ISBN, ISSN, ISRC etc.) in information and documentation field. International Standardization Organization (ISO) officially published ISLI standard on May 15th, 2015. On August 29th, 2016, AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine of P.R.C) and SAC (Standardization Administration of the P.R.C) officially approved and published ISLI national standard (standard No. is GB/T 32867-2016).
ISLI, which is different from the identifiers used to identify the specific content forms and carrier forms, is used to or mainly used to identify "links" between content resources. Link is ubiquitous. With the approach of informationization and big data era for the society, the transmission and access of any information and knowledge makes " linkization" essential, which will get people "know what they say" while "know why they say like this", this will make it an easy reality. ISLI is the only "link identifier" international standard.
In actual application, the links ISLI can build and identify include the links between contents and contents, contents and devices, contents and people(natural person and legal person) etc. With the support of information technology, ISLI provides condition for the practitioners in information content industry to conduct whole-process operation which includes gathering and integration, processing and production, utilization and management, release and transaction, reading and experience, data collection and application etc. By building links and identifying the content resources in multiple dimensions, the utilization of resources will be expanded and the value of resources will be increased, which could provide an effective approach to the digitized transformation and upgrade of information content industry.

In January 2017, State Administration of Press, Publication, Radio, Film and Television of the People's Republic of China (SAPPRFT) has issued Notice about Implementation of ISLI National Standard.
Guangdong Provincial Administration of Press, Publication, Radio, Film and Television took the application of ISLI standard seriously, they have made the implementation and application of ISLI standard as important measures to promote digitized transformation and upgrade of journalism and publishing industry with the support of CPC Guangdong Committee and Guangdong Provincial Government. Collaborating with MPR Tech (initiation and technology support unit of ISLI standard) in 2017, Guangdong Provincial Administration of Press, Publication, Radio, Film and Television took the lead in the work of conducting ISLI standard application and demonstration.
a) Assist China ISLI Registration Centre of SAPPRFT in user registration work.
b) Conduct publicity and training of ISLI standard.
c) Assemble technology system for the first batch of ISLI standard application and demonstration units.
d) Assist the demonstration units in applying ISLI standard.
The implementation and application of ISLI standard is unprecedented work, which is also application model for the integration of publishing industry and technology industry, will bolster the transformation and upgrade of journalism and publishing industry. Guangdong Province made it before others and tried to the first to get ISLI standard off the ground and into practice with unprecedented ambition. It's believed that Guangdong Province will accumulate more experience for the nationwide application of ISLI standard, and will push the way to the nationwide or even global implementation of ISLI standard.
